CITY MANAGER:
Miscellaneous:
- The events are not over! Treat Street October 31st , and Veterans Day Parade November 11th.
- Staff met this week to begin planning for the opening of the City Pool this summer. Staff are looking at options to increase recreation activities and facility usage.
- On Thursday staff and I attended a training and networking opportunity for the finance software that the City is implementing. Implementation should be complete at the beginning of 2026.
- On Friday we coordinated a facility walk at Bell Carter to review and audit water meters through their facility.
- Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State Laws and City codes. Follow-up on the letters that have been sent out took place. We are seeing progress at addresses that received letters.
- Look around and check out the new businesses opening in Corning. There are a few new ones! Be sure to support our local small businesses! Barbara’s Hats will have a grand opening and ribbon cutting Saturday.

BUILDING DEPARTMENT:
This week the Building Official attended the California Association of Code Enforcement Officers (CACEO) annual conference, representing the City of Corning alongside code enforcement professionals from across the state. This conference is a valuable opportunity to network with fellow jurisdictions, exchange real-world strategies, and stay ahead of emerging trends in enforcement and public safety.
Throughout the conference the Building Official participated in sessions focused on legislative updates, innovative compliance solutions, and community engagement best practices. The connections made and knowledge gained will directly benefit our local programs, allowing the City to bring fresh insight, improved tools, and strong partnerships that will enhance the level of service the City provides to its residents and businesses.
The Building Official looks forward to applying knowledge gained to continue strengthening our enforcement efforts and supporting a safe and well-maintained community.

Treat Street:
Treat Street is today, Friday, October 31, 2025, from 2:00 – 5:00pm. Solano Street between 3rd Street and West Street will be closed from 1:00 pm to approximately 5:30 pm for the safety of participants.
Current Projects:
City of Corning Well Project: Phase one of the Well Project started this week. Construction is expected to continue through the winter, with this phase being completed by the end of January.
City of Corning Fire Hall Repainting: Affordable Quality Painting Inc. was awarded the contract at the October 28th City Council Meeting.
Furnish and Install One (1) New Diesel Generator: Benchmark Electric Inc. was awarded the contract at the October 28th City Council Meeting.
City of Corning Small Pool Resurfacing: Adams Pool Specialties was awarded the contract at the October 28th City Council Meeting.
Leaf Pick Up:
Public Works Staff anticipates starting the leaf pick up program mid-November. Until then please do not pile your leaves in the roadway as we are anticipating rain and need to keep the gutters and storm drains clear.

Jesenia and I attended the Rolling Hills Casino Health and Wellness Fair on Wednesday and were able to share information with a lot of people. We were invited to the Elementary Schools Workshop on Monday evening and invited to a Promise Neighborhood Grant Dinner next Wednesday evening.

PLANNING DEPARTMENT:
Staff continue to work on the Housing Element requirements.
Staff is preparing to create a new ordinance regarding accessory building setbacks.
Staff is working on updating all pool documents, manual, schedule, lesson plan etc.
Staff is working with Jim Peterson to create pre-approved ADU plans for the City.
Updates on Code Enforcement:
1518 Marin St – Legal counsel appeared in front of the judge last week and the process is moving forward hoping to be complete by mid-November.
850 Stone Fox – A letter was sent out regarding maintenance of the yard; nothing has been returned yet.
1420 Tehama St. – A letter was sent out this week regarding garbage piling up in the front yard.
1511 Fig Lane – A letter is being sent regarding the state of their yard and house.

POLICE DEPARTMENT:
Patrol:
In addition to responding to 132 calls for service, there were 93 officer-initiated incidents, including 47 traffic stops, and a total of 20 officer reports were taken. Officers made 3 misdemeanor arrests, (3 of which were juveniles), 2 felony arrests, issued 4 misdemeanor citations, 3 infractions, and 2 parking citations, during the period of October 22, 2025, through October 28, 2025.
Dispatch:
During the period of October 22, 2025, through October 28, 2025, our Dispatch Center received 244 inbound calls for service and made 105 outbound calls. In addition, they responded to 37 incoming 911 calls. All calls were answered within 10 seconds of their ring time.
Training:
All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

Corning Volunteer Fire Department (CVFD) Call Volume:
The Corning Volunteer Fire Department responded to 25 calls for service last week, they were: 21 medicals, 1 fire, 2 traffic collisions and 1 public service.
