  • City Council Meeting: October 28, 2025, at 5:30 p.m.

Holiday:

Monday, November 10th City Hall, Finance Department, and the Public Works Corporation Yard will be closed in observance of Veteran’s Day.

Job Openings:

  • The City is currently hiring a full-time Maintenance Worker in Public Works and a temporary/part-time Landscape Maintenance Worker. Please note, the temporary position will sunset on April 30, 2026.

CITY MANAGER:

Miscellaneous:

  • The events are not over! Trunk or Treat – October 25th, Treat Street October 31st , and Veterans Day Parade November 11th.
  • On Monday, I attended the Realtors Meeting and spoke to those in attendance regarding housing, economic development and topics of interest in Corning.
  • Friday, I attended the Elijah House Foundation Open House. At this I met staff and learned of the services to be provided at this location.
  • Staff continues to work on the Recreation Center and Community Plaza and navigating the Build America, Buy America Act requirements. Staff is working with the State regarding requirements and possible waivers. We met with consultants that will begin the required work to make necessary revisions.
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State Laws and City codes. Follow-up on the letters that have been sent out took place. We are seeing progress at addresses that received letters.
  • Look around and check out the new businesses opening in Corning. There are a few new ones! Be sure to support our local small businesses!

BUILDING DEPARTMENT:

This week, the Building Division processed three new permit applications. Staff completed a total of eight inspections. Finaled projects included a fire alarm panel upgrade and a residential reroof.

The Building Official will be attending the California Association of Code Enforcement Officers (CACEO) Annual Conference next week. Please note that due to this absence, the Building Division will be unavailable for services from October 28–30. Normal operations will resume on October 31.

Random Building Code Facts:

  • Every door from a garage into a house must be self-closing— this isn’t just to annoy you. It’s because cars can produce deadly carbon monoxide even after they’re shut off.
  • Smoke alarms aren’t enough — new homes also legally require carbon monoxide detectorsin every hallway outside sleeping areas. CO is called the “silent killer” because it has no smell or color.
  • A pool or hot tub can’t just have “a fence”— it must have at least one of 7 very specific drowning-prevention features (self-latching gate, door alarm, auto cover, removable fence, etc.).
  • If you replace more than 50% of the lighting in a room, the entire room must meet new energy code lighting standards— even if the rest of the fixtures are staying.
  • Single steps (like a random 5″ step down into a sunken room) are illegal in new construction— the code forbids “hazardous differential heights” because people trip more on unexpected steps than on full staircases.
  • Every habitable room must have at least one “emergency escape and rescue opening”— meaning a window or door big enough for a firefighter in full gear to climb into from the outside.
  • Bathroom exhaust fans are now legally required to be permanently humidity-controlled— meaning they must automatically turn on if the room gets damp, even if you don’t hit the switch.
  • If you convert a garage or shed into living space, it legally must meet allthe same requirements as a house — including insulation, foundation clearance, emergency exits, and minimum natural light.

 

PUBLIC WORKS DEPARTMENT:

Community Events/Street Impact :

Trunk or Treat:

Trunk or Treat will take place this Saturday, October 25, 2025 at Northside Park from 4:00 to 8:00pm. There will be no road closures for this event.

Treat Street:

Treat Street will be next Friday, October 31, 2025 from 2:00 – 5:00pm. Solano Street between 3rd Street and West Street will be closed from 1:00pm to approximately 5:30 pm for the safety of participants.

Items Currently Out to Bid:

City of Corning Fire Hall Repainting: Bids were due by 1:30 PM on October 15th. The City received 12 bids for this project.

Furnish and Install One (1) New Diesel Generator: Bids were due by 1:30 PM on October 20th. The City received 9 bids for this project.

City of Corning Small Pool Resurfacing: Bids were due by 1:30 PM on October 21st. The City received 2 bids for this project.

Toomes and Loleta Ave Rehabilitation: Bids were due by 3:00 PM on October 22nd. The City received 8 bids for this project.

*Staff will present to City Council the lowest responsive bidders for each project at the  October 28th council meeting for approval.

PLANNING DEPARTMENT:

Staff continue to work on the Housing Element requirements.

Staff is preparing to create a new ordinance regarding accessory building setbacks.

Staff is working on updating all pool documents, manual, schedule, lesson plan etc.

Staff is working with to create pre-approved ADU plans for the City as required by the State for the newly adopted housing element.

Updates on Code Enforcement:

1518 Marin St – Legal counsel appeared in front of the judge last week and the process is moving forward hoping to be complete by mid-November.

800 West St – Staff met with the tenants and came up with a plan of how to make the property presentable and set goals with hard deadline dates, progress is being made.

850 Stone Fox – A letter was sent out regarding maintenance of the yard; nothing has been returned yet.

 

POLICE DEPARTMENT:

Patrol:

In addition to responding to 131 calls for service, there were 83 officer-initiated incidents, including 43 traffic stops, and a total of 31 officer reports were taken. Officers made 11 misdemeanor arrests, (4 of which were juveniles), 6 felony arrests, (2 of which were juveniles), issued 8 misdemeanor citations, 3 infractions, and 2 parking citations, during the period of October 15, 2025, through October 21, 2025.

Dispatch:

During the period of October 15, 2025, through October 21, 2025, our Dispatch Center received 264 inbound calls for service and made 70 outbound calls. In addition, they responded to 29 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

Events:

  • This Saturday, October 25th we will be holding our drug takeback day from 10 am to 2 pm. Bring your old medications for disposal to the Police Department. We will have boxes near the lobby for use.
  • Community Service Officer Hansel will also have our CSO truck out at Northside Park, 1414 Colusa Street, for the Corning Community Trunk or Treat event from 5pm to 7pm. Stop by for some candy and goodies!

 

FIRE DEPARTMENT:

Corning Volunteer Fire Department (CVFD) Call Volume:

The Corning Volunteer Fire Department responded to 18 calls for service last week, they were: 13 medicals, 1 fire, 1 traffic collision, 2 public service and 1 investigation.

Message from the Chief:

  • Plan and communicate with all family members 2 escape routes from your residence in case of fire.
  • CALFIRE will be conducting a boot drive this Saturday the 25th at the corner of Edith and Solano.  All proceeds go to Muscular Dystrophy research.
