CITY MANAGER:

Miscellaneous:

  • Thank you to staff and departments from City of Corning, Corning Chamber of Commerce and Corning High School for all the hard work that went into making last week’s events possible.
  • The events are not over! Trunk or Treat – October 25th, Treat Street October 31st , and Veterans Day Parade November 11th.
  • I attended the Northern California Cities Self Insurance Fund meeting Thursday to represent Corning on the Risk Management Committee and Board of Directors.
  • Staff continues to work on the Recreation Center and Community Plaza and navigating the Build America, Buy America Act requirements. Staff is working with the State regarding requirements and possible waivers. We met with consultants that will begin the required work to make necessary revisions.
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State Laws and City codes. Follow-up on the letters that have been sent out took place. We are seeing progress at addresses that received letters.
  • Look around and check out the new businesses opening in Corning. There are a few new ones! Be sure to support our local small businesses!

BUILDING DEPARTMENT:

This week, the Building Division processed two new permit applications. The division completed Seven inspections. Among the finalized projects included a digital panel board sign and a main service panel upgrade. The Building Division continues to work collaboratively with homeowners and contractors to promote a safe, efficient, and positive built environment within the community.

Homeowner Tips: Smoke alarms

California Residential Code (CRC) – Section R314: Smoke Alarms

R314.3 – Location:

Smoke alarms shall be installed in the following locations:

  1. In each sleeping room.
  2. Outside each separate sleeping area in the immediate vicinity of the bedrooms.
  3. On each additional story of the dwelling, including basements.

Why it matters:
Properly installed and maintained smoke alarms are one of the most effective ways to prevent injury or death in a home fire. The code ensures homeowners are alerted early, giving precious extra time to escape safely.

 

PUBLIC WORKS DEPARTMENT:

Community Events/Street Impact :

Trunk or Treat:

Trunk or Treat will take place next Saturday, October 25, 2025 at Northside Park from 4:00 to 8:00pm. There will be no road closures for this event.

Treat Street:

Treat Street will be on Friday October 31, 2025 from 2:00 – 5:00pm. Solano Street between 3rd Street and West Street will be closed from 1:00pm to approximately 5:30 pm for the safety of participants.

Hydrant Replacement

  • The Public Works crew, in coordination with the Fire Department, has identified several fire hydrants that need replacement. Temporary water shut-offs will be required during this work. Notifications will be provided in advance to affected areas.

Items Currently Out to Bid:

City of Corning Fire Hall Repainting: Bids were due by 1:30 PM on October 15th. The City received 12 bids for this project.

Furnish and Install One (1) New Diesel Generator: Bid documents can be obtained through the City’s website at https://www.corning.org/project-bid-opportunities/ or www.publicpurchase.com. All bids are due by 1:30 PM on October 20th.

City of Corning Small Pool Resurfacing: Bid documents can be obtained through the City’s website at https://www.corning.org/project-bid-opportunities/ or www.publicpurchase.com. All bids are due by 1:30 PM on October 21st.

Toomes and Loleta Ave Rehabilitation: Bid documents can be obtained through the City’s website at https://www.corning.org/project-bid-opportunities/ or www.publicpurchase.com. All bids are due by 3:00 PM on October 22nd.

PLANNING DEPARTMENT:

Staff continue to work on the Housing Element requirements.

Staff is preparing to create a new ordinance regarding accessory building setbacks.

Staff is working on updating all pool documents, manual, schedule, lesson plan etc.

Staff met with the Tehama County Transportation Department along with Jeff from Green Dot, they are compiling information on creating a VMT (Vehicle Miles Traveled) analysis.

Staff attended a zoom conference regarding state-mandated updates to the Sidewalk Vending Code.

Updates on Code Enforcement:

1518 Marin St. – Legal counsel appeared in front of the judge last week and the process is moving forward hoping to be complete by mid-November.

800 West St. – Staff met with the tenants and came up with a plan of how to make the property presentable and set goals with hard deadline dates, progress is being made.

375 Clear Creek St. – A letter was sent out, regarding the yard and junk.

395 Clear Creek St. – The owner is in the process of relandscaping the front yard.

850 Stone Fox – A letter was sent out regarding maintenance of the yard; nothing has been returned yet.

 

POLICE DEPARTMENT:

Patrol:

In addition to responding to 136 calls for service, there were 56 officer-initiated incidents, including 21 traffic stops, and a total of 13 officer reports taken. Officers made 3 misdemeanor arrests, 2 felony arrests, 1 infractions cite, and 1 misdemeanor citation during the period of October 8, 2025, through October 14, 2025.

Dispatch:

During the period of October 8, 2025, through October 14, 2025, our Dispatch Center received 342 inbound calls for service. In addition, they responded to 36 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

Sgt. Squier attended a 2-week Supervisory Course. All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

 

FIRE DEPARTMENT:

Corning Volunteer Fire Department (CVFD) Call Volume:

The Corning Volunteer Fire Department responded to 26 calls for service last week, they were: 15 medicals, 4 fires, 4 traffic collisions, 1 public service and 2 investigations.

  • October is fire prevention month.
  • With the onset of colder weather please clean your chimneys and flues!!!
  • Please make sure your smoke and carbon monoxide detectors are working properly!!
  • Carbon monoxide detectors have approximately a 7 year life.
