PUBLIC COMMENTS AND BUSINESS FROM THE FLOOR: If there is anyone in the audience wishing to speak on items not already set on the agenda, please come to the podium, and briefly identify the matter. To ensure that all members of the public have an equal opportunity to address the City Council, public comments during the designated comment period will be limited to three (3) minutes per speaker. Council will then determine if such matter will be placed on the agenda for this meeting, scheduled for a subsequent meeting, or recommend other appropriate action.
CONSENT AGENDA: It is recommended that items listed on the Consent Agenda be acted on simultaneously unless a Councilmember or members of the audience request separate discussion and/or action.
- Waive reading, except by title, of any Ordinance under consideration at this meeting for either introduction or passage, per Government Code Section 36934.
- Waive the reading and approve the Minutes of June 10, 2025, regular and closed session City Council meeting with any necessary corrections.
- June 18, 2025, Claim Warrant in the amount of $ 312,222.72
- June 18, 2025, Business License Report
- Approve waiver of recreational use fees for the 16th annual Tucker Mesker Memorial Scholarship Softball Tournament fundraiser to be held August 1st through August 3rd, 2025.

- Adopt Resolution No. 06-24-2025-01 a Resolution declaring intent to levy and collect annual assessment for the City of Corning lighting and landscape district 1, zone 1
- Adopt Resolution No. 06-24-2025-02 a Resolution declaring intent to levy and collect annual assessment for the City of Corning lighting and landscape district 1, zone 2
- Adopt Resolution No. 06-24-2025-03 a Resolution declaring intent to levy and collect annual assessment for the City of Corning lighting and landscape district 1, zone 3
- Adopt Resolution No. 06-24-2025-04 a Resolution declaring intent to levy and collect annual assessment for the City of Corning lighting and landscape district 1, zone 4
- Adopt Resolution No. 06-24-2025-05 a Resolution declaring intent to levy and collect annual assessment for the City of Corning lighting and landscape district 1, zone 5
REGULAR AGENDA:
- Approve the Emergency Water Services agreement with the Paskenta Community Services District
- Adopt Resolution 06-24-2025-06 setting the appropriations and expenditure limits for all city funds to implement the fiscal year 2025-2026 budget.
- Approve Administrative Services Manager/City Clerk, City Treasurer, Recreation Coordinator, and Recreation Instructor positions; and update the FY 2025-2026 Position Allocation List and Salary Schedule.
- Approve the Easement Agreement with the Corning Healthcare District for Parcel 4 of Parcel Map No. 07-20; and authorize the City Manager to execute the Easement Agreement and any related documents.
- Approve Resolution No. 06-24-2025-07 adopting the fiscal year 25/26 street project list that will utilize SB1 funding (The Road Repair and Accountability Act of 2017)
- Approve Automatic Aid Agreement between the City of Corning and Tehama County Fire Department
- Approve the State of CA Commitment to fund 911 equipment and services with XYBIX Systems, Inc. for new ergonomic workstations for $46,175.56 to be fully reimbursed by Cal OES
- Adopt Resolution No. 06-24-2025-08 and authorize the City Clerk to record a tax lien on 7 properties, with 12 delinquent water and/or sewer service accounts in the total amount of $10,755.46.
