  • City Council Meeting: October 14, 2025, at 5:30 p.m.

 

CITY MANAGER:

Miscellaneous:

  • I met with the Governor’s Office of Business and Economic Development Regional Business Development Specialist to discuss State programs, opportunities and incentives.
  • I attended the Tehama County Abandon Vehicle Abatement Meeting. I will be the Chair for this committee this year.
  • The CDBG-PI Grant was submitted this week. If awarded, the funds would be utilized to resurface the Clark Park Parking Lot with parking stall striping.
  • Bids for the Recreation Center and Community Plaza where received. The City received a total of four bids. Staff are working to examine the bid submittals.
  • Staff met with PG&E regarding Public Safety Power Shutoffs in the City of Corning. Due to the State approving new changes to the fire hazards maps statewide, the City of Corning may be in scope during future weather events. Staff are preparing to reduce impacts.
  • Empower Tehama’s Domestic Violence Awareness Month will include a Candlelight Walk in Corning on Wednesday, October 8th at Corning Library lawn, 740 3rd St., Corning, 7pm-8pm.
  • Calling all Artists! Check out the Utility Box Program. Review and submit your proposals. Go to: https://www.corning.org/documents/utility-box-art-program/
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State laws and City codes. Additional letters were sent out this week.

BUILDING DEPARTMENT:

This week, the Building Division processed five new permit applications. The division completed eleven inspections. Among the finalized projects included the T-Mobile wireless communication site at Clark Park.

Homeowner Tips: Navigating the Construction Process

Building or remodeling a home is exciting but can also be overwhelming. Here are some key tips to help you stay in control, start to finish.

Before Construction

-Get it in Writing: A detailed contract should include scope, timeline, payment schedule, and how changed will be handled.

Check permit: Make sure all required permits are pulled before the work begins.

-Budget Smart: Plan for a 10-15% contingency fund for unexpected cost.

During Construction

-Stay Involved: Visit the site regularly, take photos, ask questions.

Know your Inspections: Be aware of key inspections (Framing, electrical, plumbing, Final).

-Document Changes: Always put change orders in writing. Never rely on verbal promises.

Before Move-in/Final

-Punch List Walk Through: Note incomplete or incorrect items before releasing final payment.

Collect Documents: Warranties, Manuals, Inspection reports, and lien releases should be handed over.

Final Sign-off: Ensure the final inspection or Certificate of Occupancy is completed.

 

PUBLIC WORKS DEPARTMENT:

Curb & Gutter Replacement

  • This week, crews removed and replaced curb and gutter along Fig Lane and the intersection of South St and 1st St.

Parks

  • Tree and shrub trimming will take place throughout Lennox and at the Skate Park as preparations continue for the Olive Festival.

Airport

  • The City has received two FAA grant agreements for improvements at the airport.
    • AIG Grant: Funding will support upgrades to the PAPI light system.
    • AIP Grant: Funding will support rehabilitation of Runway 17/35, Taxiways A–D, and the North Aircraft Parking Apron. The work will include marking removal, crack sealing, surface treatment, and pavement marking.

  • Staff is helping with coordination at Homecoming for the Jr. Cardettes to perform at the Football game and walk in the parade.
  • Staff is working on updating all pool documents, manual, schedule, lesson plan etc.
  • The City was granted a $3,500.00 Community Foundation Grant that will be used for a grand opening at the City Plaza and Recreation Center once it is completed.
  • The City was granted a $2,000.00 grant from the Nomlaki Foundation to purchase our Jr. Cardettes team a new uniform.

 

PLANNING DEPARTMENT:

  • Staff continue to work on the Housing Element requirements.
  • Staff is preparing to create a new ordinance regarding accessory building setbacks.

Updates on Code Enforcement:

  • 1216 South St – Staff will be met with the receiver on Friday Sept. 26th.
  • 1518 Marin St – A summons was posted on the property on August 19th, 2025.
  • 800 West St. – Staff met with the tenants and came up with a plan of how to make the property presentable and set goals with hard deadline dates.
  • 375 Clear Creek St – A letter was sent out, regarding the yard and junk.
  • 395 Clear Creek St – A letter was sent out, regarding the yard and junk.
  • 850 Stonefox – A letter was sent out regarding maintenance of the yard.

 

POLICE DEPARTMENT:

Patrol:

In addition to responding to 162 calls for service, there were 128 officer-initiated incidents, including 56 traffic stops, and a total of 28 officer reports were taken. Officers made 13 misdemeanor arrests, (2 of which were juveniles), 3 felony arrests, issued 13 misdemeanor citations, 1 parking, 1 animal, and 3 infractions during the period of September 17, 2025, through September 23, 2025.

Dispatch:

During the period of September 17, 2025, through September 23, 2025, our Dispatch Center received 325 inbound calls for service and made 108 outbound calls. In addition, they responded to 45 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

 

FIRE DEPARTMENT:

Corning Volunteer Fire Department (CVFD) Call Volume:

The Corning Volunteer Fire Department responded to 26 calls for service last week, they were: 19 medicals, 1 fire, 4 traffic collisions, 1 public service and 1 investigation.

Training:

Training consisted of extrication drills.  We removed roofs and doors from 2 vehicles and went through patient care in the event of a traffic collision.  We trained with our extrication tools (Jaws of Life) to access patients.

Message from the Chief:

The city/county wide burn ban is still in effect.  When the ban is revoked, you may still only burn yard waste and trimmings-no milled lumber, cardboard or trash.
