  • City Council Meeting: October 14, 2025, at 5:30 p.m.

 

CITY MANAGER:

Miscellaneous:

  • This week has been a very busy week with it being Olive Festival and Homecoming. The events have been great and well attended. There is still more to come today and tomorrow. Get out and enjoy the community and all it has to offer!
  • Staff continues to work on the Recreation Center and Community Plaza and navigating the Build America, Buy America Act requirements. Staff is working with the State regarding requirements and possible waivers. We will reconvene next week with consultants and work on a path forward.
  • The City participated in the Corning High School Career Day on Monday. Departments worked together to table the event and speak with students.
  • Empower Tehama’s Domestic Violence Awareness Month included the first Candlelight Walk in Corning on Wednesday. It was a well-attended event.
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State laws and City codes. Additional letters were sent out this week.
  • Look around and check out the new businesses opening in Corning. There are a few new ones! Be sure to support our local small businesses when the opportunity presents itself!

All commissions meet quarterly on specified days the first week of the month in January, April, July, and October.

 

BUILDING DEPARTMENT:

 

This week, the Building Division processed one new permit application. The division completed eight inspections. Among the finalized included four solar installations and a main service panel upgrade. The Building Official attended the Internation Code Council Shasta-Cascade Chapter’s monthly meeting. The meeting included a presentation for the California Energy Alliance regarding energy compliance documentation.

 

The Building Official attended the dedication ceremony for a donated home presented to a U.S. veteran. The project was a collaborative effort between Bank of America and the Veterans Association of Real Estate Professionals (VAREP), recognizing their commitment to supporting those who have served our nation.

Safety Spotlight: Mechanical equipment awareness- Mechanical equipment plays a critical role in building systems. From HVAC units and boilers to pumps and fans, but it also introduces unique safety risk if not managed properly. Safety tips: Keep guards and covers on all moving parts, only authorized staff should access mechanical rooms, lockout/tagout before maintenance, wear proper PPE, keep areas clean and well ventilated. Reminder- Never remove safety guards or bypass interlocks- shortcuts can cause serious injury.

 

PUBLIC WORKS DEPARTMENT:

Community Events/Street Impact :

Corning High School Homecoming Parade:

The Homecoming Parade will be Friday, October 10, 2025. The Parade will commence at the corner of Third and Solano and end at Toomes and Solano.

  • Street closure begins: Approximately 2:00 PM for staging
  • Street reopens: Approximately 4:00 PM
  • Some floats generously throw candy for parade spectators. We kindly ask that spectators dispose of candy wrappers and other trash in the bins provided along Solano to help keep our streets clean. Thank you!

 Corning Olive Festival:

The Corning Olive Festival and Car Show will take place Saturday, October 11, 2025, at the Corning Community Park and Lennox Fields from 10:00 AM to 3:00 PM. There will be no road closures for this event but due to the anticipated attendance be aware of traffic congestion and pedestrians not only on Toomes and Houghton Avenues, but the surrounds side streets as well.

Hydrant Replacement

  • The Public Works crew, in coordination with the Fire Department, has identified several fire hydrants that need replacement. Temporary water shut-offs will be required during this work. Notifications will be provided in advance to affected areas.

PLANNING DEPARTMENT:

Staff continue to work on the Housing Element requirements.

Staff is preparing to create a new ordinance regarding accessory building setbacks.

Staff is working on updating all pool documents, manual, schedule, lesson plan etc.

The Shaan Estates map will be expiring in March of 2026; the developer has been in contact with staff and would like to extend the map.

Updates on Code Enforcement:

1216 South St – The property has been completely cleaned out.

1518 Marin St – A summons was posted on the property on August 19th, 2025.

800 West St. – Staff met with the tenants and came up with a plan of how to make the property presentable and set goals with hard deadline dates.

375 Clear Creek St – A letter was sent out, regarding the yard and junk.

395 Clear Creek St – A letter was sent out, regarding the yard and junk.

850 Stonefox – a letter was sent out regarding maintenance of the yard.

 

POLICE DEPARTMENT:

 Patrol:

In addition to responding to 147 calls for service, there were 103 officer-initiated incidents, including 32 traffic stops, and a total of 27 officer reports were taken. Officers made 8 misdemeanor arrests, (2 of which were juveniles), 5 felony arrests, issued 5 misdemeanor citations, and 1 parking citation, during the period of October 1, 2025, through October 7, 2025.

 Dispatch:

During the period of October 1, 2025, through October 7, 2025, our Dispatch Center received 261 inbound calls for service and made 74 outbound calls. In addition, they responded to 32 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

 

FIRE DEPARTMENT:

 Corning Volunteer Fire Department (CVFD) Call Volume:

The Corning Volunteer Fire Department responded to 22 calls for service last week, they were: 17 medicals,1 fire, 2 traffic collisions and 2 investigations.

Pancake Breakfast:

The CVFD is hosting a pancake breakfast Saturday morning from 7:00 am to 10:00 am.  Kick off The Olive Festival with us!!!
