• The events are not over! Hometown Christmas Parade December 6th.
• I met with Red Bluff City Manager on Friday to share information and discuss projects within the jurisdictions.
• The Public Works Maintenance position application period closed. We had a great response with over 60 applications. Staff will work to review the applications and schedule a time for interviews.
• Staff continue to coordinate this project and the various phases. Phase one of an AT&T fiber upgrade project is nearing completion. This is a direct link from Corning Police Dispatch to Tehama County Dispatch for a share state and federal database. The Fiber upgrade will allow greater reliability of the circuit at a lower cost.
• Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State Laws and City codes. We are seeing progress at addresses that received letters.

BUILDING DEPARTMENT:
This week, the Building Division processed three new permit applications and completed a total of nine inspections. Recently completed projects included a new single-family residence.

1. Shear transfer is critical for stability: It ensures forces like wind, seismic activity, or uneven loads are properly transferred between structural members.

PUBLIC WORKS DEPARTMENT:
Water:
City Staff recently conducted an inventory of all water service lines, which is the pipe that connects your home, building, or other structure to the water main. The purpose of the inventory is to identify the material of these service lines and fittings, including the customer-owned side of the water service line.
Staff will be sending out notices to residents that have service lines that have been identified as unknown material. Staff have started field inspections on all service lines of unknown material to identify the material classification and expect this process to be completed by December 2027.
Community Event/Street Impact:
The Corning Chamber of Commerce will be hosting the annual Hometown Christmas Parade Saturday, December 6th beginning at the Veterans Hall at 5:30pm. The procession will go east bound on Solano Street and end at Third Street with the lighting of the Christmas Tree. Solano Street closure will begin at approximately 5:00pm to prepare for the parade and will re-open once the parade has finished.
Current Projects:
City of Corning Well Project: Phase one of the Well Project started last week with 24/7 Operation hours to complete Pilot Hole Drilling and Zone Construction/Sampling. Construction is expected to continue through the winter, with this phase expected to be completed by the end of January.
City of Corning Valve Replacement Project: Walberg, Inc. repaired the last valve on Edith Ave this week to complete the Valve Project.
Furnish and Install One (1) New Diesel Generator: Benchmark Electric Inc was awarded the contract at the October 28th City Council Meeting. Staff is currently working with the Contractor to complete the required paperwork prior to commencing construction.
City of Corning Small Pool Resurfacing: Adams Pool Specialties was awarded the contract at the October 28th City Council Meeting. Staff is currently working with the Contractor to complete the required paperwork prior to commencing construction.
City of Corning Tree Service Contract: Arbor Pros, LLC has received this year’s tree pruning, removal, and stump grinding list and is currently working on scheduling their mobilization. Residents will be notified in advance if any vehicles need to be moved for the tree work.
Toomes Ave Waterline Project: Lamb Unlimited Inc. will be starting construction on Toomes Avenue in early December.
Drainage Ditches:
The Conservation Camp Crew Members are continuing the annual cleaning of the Cities drainage ditches. They will clear brush and debris from the local streambeds of both Jewett and Burch creeks and the Blackburn Moon Drain.
Leaf Pick Up:
Public Works Staff has started its annual fall leaf collection. City residents are advised to keep leaf piles under four feet high, away from gutters, bicycle lanes, and storm drain inlets. Residents are also asked not to park on top of, or too close to leaf piles as the loader operator will not be able to pick them up safely. Residents should ensure piles contain only leaves, with no branches, pruning debris, bags, or trash.

PLANNING DEPARTMENT:
Staff continue to work on the Housing Element requirements. Staff will be making some updates to the Planning page.
Staff is preparing to create a new ordinance regarding accessory building setbacks.
Miranda from Butte Environmental reached out regarding planting the remaining 18 trees, they have set a date of December 4th for planting.
The utility box art will begin on Monday the first two utility boxes to be painted will be the one at Taco Bell and then the one at Toomes and Solano.

Updates on Code Enforcement:
1518 Marin St – We got the court approval to move forward with demolition.
1420 Tehama St. – A letter was sent out last week regarding garbage piling up in the front yard.
1511 Fig Lane a letter is being sent regarding the state of their yard and house.
Updates to the Corning City Pool:
The emergency Action Plan has been completed and has been approved by the Fire Chief; we will be doing some actual live training at the pool this coming season with the pool staff and the Corning Volunteer Fire Department.
The update employee handbook is almost completed.
I am scheduled to take the Certified Pool Operator training course on Dec 8th & 9th.
POLICE DEPARTMENT:
Patrol:
In addition to responding to 128 calls for service, there were 80 officer-initiated incidents, including 27 traffic stops, and a total of 19 officer reports were taken. Officers made 4 misdemeanor arrests, (1 of which was a juvenile), 3 felony arrests, issued 5 misdemeanor citations, 1 parking, and 3 infractions, during the period of November 12, 2025, through November 18, 2025.
Dispatch:
During the period of November 12, 2025, through November 18, 2025, our Dispatch Center received 224 inbound calls for service and made 48 outbound calls. In addition, they responded to 30 incoming 911 calls. All calls were answered within 10 seconds of their ring time.
Training:
All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.
FIRE DEPARTMENT:
Corning Volunteer Fire Department (CVFD) Call Volume:
The Corning Volunteer Fire Department responded to 17 calls for service last week, they were: 13 medicals, 2 traffic collisions and 2 investigations.
Message from the Chief:
The new paint has been completed on the fire hall, come by it looks great!!
The CVFD will be hosting a spaghetti dinner on December 6th, before during and after the lighted Christmas parade-4:30pm until 8:00pm. $10.00 come by and enjoy a plate, bread, salad and spaghetti.
