The condition of a place shapes the people who live there. When we take pride and care for what we have, people rise to meet the standard.  

Meetings:

  • City Council Meeting: November 25, 2025, at 5:30 p.m.

Holiday:

Thursday, November 27th and Friday, November 28th – City Hall, Finance Department, and the Public Works Corporation Yard will be closed for Thanksgiving Holiday.

 

CITY MANAGER:

Miscellaneous:

  • The events are not over! Hometown Christmas Parade December 6th.
  • Several downtown businesses will be open the evening of November 19th for a Holiday Preview. Be sure to check out what they have to offer. Support our local businesses this holiday season!
  • The Public Works Maintenance position application period closed. We had a great response with over 60 applications. Staff will work to review the applications and schedule a time for interviews.
  • Friday morning staff met with high school staff regarding summer recreation opportunities.
  • Staff continue to coordinate this project and the various phases. Phase one of an AT&T fiber upgrade project is nearing completion. This is a direct link from Corning Police Dispatch to Tehama County Dispatch for a share state and federal database. The Fiber upgrade will allow greater reliability of the circuit at a lower cost.
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State Laws and City codes. We are seeing progress at addresses that received letters.

Airport Commission – 2 vacant positions

Library Commission – 1 vacant position

All commissions meet quarterly on specified days the first week of the month in January, April, July, and October.

 

BUILDING DEPARTMENT:

This week, the Building Division processed two new permit applications and completed a total of seventeen inspections. Recently completed projects included a new single-family residence, a residential re-roof, a patio, and a commercial HVAC system.

Staff continues to work on closing out expired permits in the system. Property owners and contractors who have received a letter regarding an expired permit are encouraged to contact the Building Division to finalize their permit.

PUBLIC WORKS DEPARTMENT:

Current Projects:

City of Corning Well Project: Phase one of the Well Project started this week with 24/7 Operation hours to complete Pilot Hole Drilling and Zone Construction/Sampling. Construction is expected to continue through the winter, with this phase expected to be completed by the end of January.

City of Corning Valve Replacement Project: Walberg, Inc. replaced one valve on Fripp Avenue overnight on Wednesday, November 12th. The valve on Edith Ave will be repaired next week. The work will be performed during nighttime hours to minimize any disruption to water service.

City of Corning Fire Hall Repainting: Affordable Quality Painting, Inc. has been working on the Fire Hall Repainting Project, with completion expected at the end of the day Monday, November 17.

Furnish and Install One (1) New Diesel Generator: Benchmark Electric Inc was awarded the contract at the October 28th City Council Meeting.

City of Corning Small Pool Resurfacing: Adams Pool Specialties was awarded the contract at the October 28th City Council Meeting.

City of Corning Tree Service Contract: Arbor Pros, LLC has received this year’s tree pruning, removal, and stump grinding list and is currently working on scheduling their mobilization. Residents will be notified in advance if any vehicles need to be moved for the tree work.

Water Leaks:

Public Works staff have been busy repairing water leaks throughout the City. This week, they completed a repair on Dolla Court.

Leaf Pick Up:

Public Works Staff has started its annual fall leaf collection.  City residents are advised to keep leaf piles under four feet high, away from gutters, bicycle lanes, and storm drain inlets. Residents are also asked not to park on top of, or too close to leaf piles as the loader operator will not be able to pick them up safely. Residents should ensure piles contain only leaves, with no branches, prunings, bags, or trash.

PLANNING DEPARTMENT:

Staff continue to work on the Housing Element requirements. Staff will be making some updates to the Planning page.

Staff is preparing to create a new ordinance regarding accessory building setbacks.

Staff is working on updating all pool documents, manual, schedule, lesson plan etc. We will be adding an emergency action plan as well.

Miranda from Butte Environmental reached out regarding planting the remaining 18 trees, they have set a date of December 4th for planting.

Staff is working on getting the city’s utility boxes updated. (we are waiting on designs to be sent in)

Staff met with two potential developers this week and advised both of them where to start and what the City will be needing for submittals.

City Council approved a partial increase in some pool fees for the 2026 pool season along with a trial new pool schedule and a full-time staff member to manage the pool this upcoming season

Updates on Code Enforcement:

1518 Marin St – Legal counsel appeared in front of the judge last week and the process is moving forward hoping to be complete by mid-November.

1420 Tehama St. – A letter was sent out last week regarding garbage piling up in the front yard.

1511 Fig Lane –  A letter is being sent regarding the state of their yard and house.

 

POLICE DEPARTMENT:

Patrol:

In addition to responding to 117 calls for service, there were 94 officer-initiated incidents, including 34 traffic stops, and a total of 27 officer reports were taken. Officers made 9 misdemeanor arrests, 3 felony arrests, issued 8 misdemeanor citations, 1 unclassified, and 3 infractions, during the period of November 5, 2025, through November 11, 2025.

Dispatch:

During the period of November 5, 2025, through November 11, 2025, our Dispatch Center received 226 inbound calls for service and made 83 outbound calls. In addition, they responded to 27 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

 

FIRE DEPARTMENT:

Corning Volunteer Fire Department (CVFD) Call Volume:

The Corning Volunteer Fire Department responded to 15 calls for service last week, they were: 14 medicals and 1 fire.

Message from the Chief:

Firefighters will be coming door to door selling tickets for our Christmas basket program.  Last year we supplied food and gifts for 85 less fortunate families in Corning.

Thank you to all who donated blood, we ended up with 29 units-great showing!!

The Veteran’s Day parade was a great success, thanks to all who participated and helped with the festivities.
