Miscellaneous:
- On Thursday I met with City Managers/Administrators from Red Bluff and Tehama and Tehama County Department of Education Superintendent.
- Staff spent a significant amount of time regarding a CDBG Grant related to the Recreation Center and Community Plaza.
- I met with Empower Tehama staff member regarding the potential of an event to be hosted in Corning. More information with be provided when available.
- Work to repair the snack bar at Yost Park should be wrapped up next week. Please avoid and stay clear of the construction area during this time.
- Staff continue to work with developers on residential and commercial developments.
- Code Enforcement has been active in sending out notice of violation letters and making in person visits. Tehama County Code Enforcement was in the area Thursday on a cease-and-desist operation.
- Water and Sewer rate increases went into effect July 1st. This increase was approved by Resolution in August 2024.
- As part of the new finance software implementation, efforts to streamline the utility billing process will be made. This may alter the time of month you receive your water and sewer bill. Please continue to pay your water and sewer bill upon receipt.
- Bell Carter has fully reopened and is back in full production after a significant upgrade to modernize their operation and equipment.

BUILDING DEPARTMENT:
This week, the Building Division received two permit applications. Through inspections, the division finalized three residential solar projects, a residential HVAC system, a main panel upgrade, and conducted an inspection for the EV charging station located at Petro Travel Center.
The Building Official attended a webinar on the use of AI technologies to enhance building divisions. The information obtained was valuable in the division’s ability to adapt to an ever-changing built environment.
PUBLIC WORKS DEPARTMENT:
Water:
- With the hot weather water leaks continue to pop up. The Public Works Crew has been working diligently to address each one as they come up.
Hydrant Replacement:
- The Public Works Crew worked with the Fire Department to identify Fire Hydrants in need of replacement. As they work on replacing them there will be temporary water shut-offs in the surrounding areas. Notifications will be distributed prior to any water shut-offs.

PLANNING DEPARTMENT:
The comment period for the Queen Olive Project has come to an end with only two comments received. Both very minor, staff will plan to move forward with this project and calendar it for the August 19th Planning Commission meeting.
The newest map for the TK Ranch subdivision of 61 new homes has been reviewed and the project will need an updated Initial Study. Staff is waiting to hear back from the engineer.
We have received the improvement plans for The Falcon Subdivision.
Updates on Code Enforcement:
Staff made contact with the vender that was setting up in front of Valero, on the sidewalk and explained to them that they were in violation and needed to close immediately. Information was provided regarding how to become a legal vendor in Corning.
Update Commercial Properties that have been noticed regarding long term vacant buildings.
POLICE DEPARTMENT:
Patrol:
In addition to responding to 145 calls for service, there were 101 officer-initiated incidents, including 42 traffic stops, and a total of 20 officer reports were taken. Officers made 5 misdemeanor arrests, 6 felony arrests, issued 8 misdemeanor citations, 12 parking, and 2 infractions during the period of July 9, 2025, through July 15, 2025.
Dispatch:
During the period of July 9, 2025, through July 15, 2025, our Dispatch Center received 288 inbound calls for service. In addition, they responded to 35 incoming 911 calls. All calls were answered within 10 seconds of their ring time.
Training:
All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.
FIRE DEPARTMENT:
Corning Volunteer Fire Department (CVFD) Call Volume:
The Corning Volunteer Fire Department responded to 29 calls for service last week, they were: 25 medicals, 2 fires, 1 public service and 1 investigation.
Message from the Chief:
For your information, the cost of fully outfitting a firefighter with structure and wildland gear and a Self-Contained Breathing Apparatus is approximately $13,000.
Structure turnout gear which is around $4,500 of that total must be replaced every 10 years regardless of it’s condition.
