CITY MANAGER:

Miscellaneous:

  • On Thursday, I attended the Corning in the Evening hosted by Barbaras Custom Hats. It was well attended and had a lot of new faces which was good to see. Make it your new year’s resolution to be active and get involved.
  • Staff are working with the developer from Salado Apartment regarding a phase II project.
  • Revised bid specifications for the Recreation Center and City Plaza have been completed and approved by City Council. Bids will be due February 19, 2026.
  • The abandoned house on Marin Street that has been an ongoing issue has been demolished.
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State Laws and City codes. We are seeing progress at addresses that received letters.

BUILDING DEPARTMENT:

This week, the Building Division processed seven new permit applications and completed two inspections, continuing steady progress across multiple projects. A recently finalized project included the installation of a new residential HVAC system, improving comfort and energy efficiency for the homeowner. In addition, the Building Official attended the Shasta Cascade Chapter of the International Code Council’s monthly meeting, where valuable insights were shared on interpreting truss calculations and construction plans.

Plumbing Code Fun Facts

  1. S-Traps Are Outlawed
    Modern plumbing codes prohibit S-traps because they can self-siphon dry, allowing sewer gas into the building. That’s why P-traps with proper venting are required to keep the water seal intact.
  2. Slope Isn’t “More Is Better”
    Drain pipes are typically sloped at ¼ inch per foot. Too much slope lets liquids outrun solids—leading to clogs downstream. Yes, drains can be too steep.
  3. “Fixture Units” Aren’t About Size
    A fixture unit measures the probability of use, not the physical size of a fixture. A toilet carries a higher load than a bathtub because it’s more likely to be used suddenly and completely.
  4. Air Gaps Never Break
    An air gap is the only backflow protection method that can’t mechanically fail. Gravity doesn’t wear out, forget maintenance, or get installed backwards.
  5. Why It’s Called Plumbing
    The word plumbing comes from the Latin plumbum, meaning lead, which is ironic, because modern plumbing codes are largely focused on keeping lead out of the water supply.

 

FINANCE DEPARTMENT:

PUBLIC WORKS DEPARTMENT:

Water:

City Staff recently conducted an inventory of all water service lines, which is the pipe that connects your home, building, or other structure to the water main. The purpose of the inventory is to identify the material of these service lines and fittings, including the customer-owned side of the water service line.

Staff sent out notices to residents who have service lines that have been identified as an unknown material. Staff have started field inspections on all service lines of unknown material to identify the material classification and expect this process to be completed by December 2027.

Current Projects:

City of Corning Well Project: Well Industries continues progress on the well and are on schedule to be wrapped up by the end of January.

Furnish and Install One (1) New Diesel Generator: Benchmark Electric Inc has ordered the generator and is expecting the installation to be done by late February.

City of Corning Small Pool Resurfacing: Adams Pool Specialties completed the small pool resurfacing this week.

Toomes Ave Waterline Project: Lamb Unlimited Inc. has started construction on Toomes Avenue between Fig Lane and Loleta Ave. Expect delays in this area as construction is expected to continue through the end of December.

Current Projects Out to Bid:

City of Corning Plaza and Recreation Center Project: This project is currently out to bid. The bid opening for the project is scheduled for February 19th at 11:00 AM.

Drainage Ditches:

The Conservation Camp Crew Members are continuing the annual cleaning of the Cities drainage ditches.  They will clear brush and debris from the local streambeds of both Jewett and Burch creeks and the Blackburn Moon Drain.

Leaf Pick Up:

Public Works Staff will continue its annual fall leaf collection as time allows. City residents are advised to keep leaf piles under four feet high, away from gutters, bicycle lanes, and storm drain inlets. Residents are also asked not to park on top of, or too close to leaf piles as the loader operator will not be able to pick them up safely. Residents should ensure piles contain only leaves, with no branches, pruning’s, bags, or trash.

 

RECREATION DEPARTMENT:

We are currently hiring for Summer of 2026 lifeguards for the City Pool you can scan the QR code to take you to the application.

PLANNING DEPARTMENT:

Staff continue to work on the Housing Element requirements. Staff have made some updates to the Planning webpage.

Staff will begin working on the Annual update for HCD & OPR.

The new detached structure ordinance has been sent for publication and will be heard at the January 20th Planning Commission meeting.

It appears the City and Salado Orchards apartments have been awarded the Home Grant funding, the monies will be used for Salado Orchards to build 3 more units equaling 24 new apartments.

 

POLICE DEPARTMENT:

Patrol:

In addition to responding to 139 calls for service, there were 73 officer-initiated incidents, including 39 traffic stops, and a total of 15 officer reports were taken. Officers made 6 misdemeanor arrests, 4 felony arrests, issued 6 misdemeanor citations, 4 parking citations, and 1 infraction, during the period of December 31, 2025, through January 6, 2026.

Dispatch:

During the period of December 31, 2025, through January 6, 2026, our Dispatch Center received 255 inbound calls for service and made 84 outbound calls. In addition, they responded to 41 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

 

FIRE DEPARTMENT:

Corning Volunteer Fire Department (CVFD) Call Volume:

The Corning Volunteer Fire Department responded to 21 calls for service last week, they were: 16 medicals, 1 fire, 1 traffic collision, 2 public service and 1 investigation.

Happy New Year!!!

On December 20th, the CVFD delivered 75 toy and food baskets to the less fortunate in Corning.

The CVFD Volunteers responded to 1166 calls in 2025, in addition to training and community events.  Please thank a volunteer for all their time and effort to keep Corning safe.
