Holiday lights are an act of pride and a gift to the people around us.

Meetings:

  • City Council Meeting: CANCELED – December 23, 2025, at 5:30 p.m.
  • City Council Meeting: January 13, 2026, at 5:30 p.m.

 Holiday Closures:

            City Hall and Public Works Corp Yard will be closed on December 25th and 26th for the Christmas Holiday and on January 1st for the New Years Holiday.

CITY MANAGER:

This will be the last Friday Notes for the year. January 9th, 2026, will be the next version of the updates and information.

Miscellaneous:

  • On Friday, staff meet with developers regarding commercial development.
  • On Wednesday, I met with Corning Elementary School District Staff and their construction team regarding an upcoming project they are working on.
  • The Public Works Maintenance position application period closed. We had a great response with over 60 applications. Staff interviewed 10 applicants and were able to make a job offer.
  • Revised bid specifications for the Recreation Center and City Plaza have been completed and approved by City Council on December 9th. A Pre-Bid Meeting was held on Thursday afternoon. A number of contractors were in attendance. Bids will be due February 19, 2026.
  • The abandoned house on Marin Street that has been an ongoing issue has been demolished.
  • Our CPA was on site Wednesday and Thursday this week. He worked closely with Finance Department staff on a number of items.
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State Laws and City codes. We are seeing progress at addresses that received letters.

Airport Commission – 2 vacant positions

Library Commission – 1 vacant position

All commissions meet quarterly on specified days the first week of the month in January, April, July, and October.

 

BUILDING DEPARTMENT:

The Building Division was out of the office for a portion of the week due to obligations; however, upon return, the Building Official was able to complete several pending inspections in a timely manner. During this period, the Building Official gained valuable insight into construction practices, permitting processes, and operational strategies used by larger municipalities. This experience provided beneficial perspective that can be applied locally to improve efficiency, consistency, and customer service within the City’s Building Division.

Random Historic Building Fact:

Before modern elevators were common, many historic buildings were intentionally designed with the most prestigious spaces- such as ballrooms, dining halls, or owner residences—on the upper floors, because climbing stairs was associated with status and wealth, while lower floors were reserved for servants, storage, or shops.

 

FINANCE DEPARTMENT:

We are excited to announce a new utility online portal with email notifications, paperless billing option, new invoice format, auto bank draft option, etc. Most bills will now be sent out towards the end of the month. This portal will be available in English & Spanish. Thank you for being patient as we launch the new system during the holidays.

 

PUBLIC WORKS DEPARTMENT:

Water:

City Staff recently conducted an inventory of all water service lines, which is the pipe that connects your home, building, or other structure to the water main. The purpose of the inventory is to identify the material of these service lines and fittings, including the customer-owned side of the water service line.

Staff has sent out notices to residents that have service lines that have been identified as an unknown material. Staff have started field inspections on all service lines of unknown material to identify the material classification and expect this process to be completed by December 2027.

Current Projects:

City of Corning Well Project: Well Industries has reamed the borehole this week and will be wrapping up construction next week.

Furnish and Install One (1) New Diesel Generator: Benchmark Electric Inc has ordered the generator and are expecting the installation to be done by late February.

City of Corning Small Pool Resurfacing: Adams Pool Specialties has moved up the date for work to be completed and is expecting it to be completed early January.

City of Corning Tree Service Contract: Arbor Pros, LLC will be here next week to trim a list of trees that the city has provided. Residents will be notified in advance if any vehicles need to be moved for the tree work.

Toomes Ave Waterline Project: Lamb Unlimited Inc. has started construction on Toomes Avenue between Fig Lane and Loleta Ave. Expect delays in this area as construction is expected to continue through the end of December.

Drainage Ditches:

The Conservation Camp Crew Members are continuing the annual cleaning of the Cities drainage ditches.  They will clear brush and debris from the local streambeds of both Jewett and Burch creeks and the Blackburn Moon Drain.

Leaf Pick Up:

Public Works Staff will continue its annual fall leaf collection as time allows. City residents are advised to keep leaf piles under four feet high, away from gutters, bicycle lanes, and storm drain inlets. Residents are also asked not to park on top of, or too close to leaf piles as the loader operator will not be able to pick them up safely. Residents should ensure piles contain only leaves, with no branches, prunings, bags, or trash.

PLANNING DEPARTMENT:

Staff continue to work on the Housing Element requirements. Staff have made some updates to the Planning page.

Staff will begin working on the Annual update for HCD & OPR.

The new detached structure ordinance has been sent for publication and will be heard at the January 20th Planning Commission meeting.

POLICE DEPARTMENT:

Patrol:

In addition to responding to 127 calls for service, there were 85 officer-initiated incidents, including 41 traffic stops, and a total of 11 officer reports were taken. Officers made 5 misdemeanor arrests, 1 felony arrest, issued 3 misdemeanor citations and 1 infraction, during the period of December 10, 2025, through December 16, 2025.

Dispatch:

During the period of December 10, 2025, through December 16, 2025, our Dispatch Center received 239 inbound calls for service and made 73 outbound calls. In addition, they responded to 43 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

 

FIRE DEPARTMENT:

Corning Volunteer Fire Department (CVFD) Call Volume:

The Corning Volunteer Fire Department responded to 25 calls for service last week, they were: 20 medicals, 1 fire, 1 traffic collision, 1 public service and 2 investigations.
