  • City Council Meeting: August 12, 2025, at 5:30 p.m.
  • Planning Commission Meeting: August 19, 2025, at 6:30 p.m.

 

CITY MANAGER:

Miscellaneous:

  • Special City Council Meeting on July 30th at 4:30 p.m. where council approved extending the city pool season an additional three weeks. The pool will stay open with a limited schedule of activities and public swim on Tuesdays, Thursdays, and Saturdays AT NO COST TO THE PUBLIC. The pool will remain open from August 12th through August 28th.
  • I attended the Tehama County town Hall meeting on Monday night. Tehama County District 4 Supervisor Matt Hansen and District 5 Supervisor Greg Jones were present for a Q&A session.
  • Assistant Public Works Director Interviews took place on Friday.
  • City Council approved the Recreation Center and Community Plaza Project. This project includes a recreation center with a gymnasium, city plaza with shade structures, an amphitheater, and splash pad. The project is currently out to bid with a September 2nd closing date. This project is greatly funded by grant money.
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State laws and City codes. Three unpermitted food vendors from out of the area have been shut down within the last couple weeks.
  • Staff is finalizing details with the Elementary School District for a School Resource Officer for the Elementary Schools in Corning.

Airport Commission – 2 vacant positions

Library Commission – 1 vacant position

All commissions meet quarterly on specified days the first week of the month in January, April, July, and October.

 

BUILDING DEPARTMENT:

This week, the Building Division received five new permit applications and issued a building permit for a new single-family residence. Additionally, the Building Official participated in the International Code Council Shata Cascade Chapter meeting. Key topics included discussions on code consistency for existing building & facilities, as well as significant changes to the California Building Code, effective with the January 2026 code cycle update.

The Building Division remains committed to providing responsive support to homeowners and contractors, ensuring a safe and efficient built environment within the City of Corning.

 

PUBLIC WORKS DEPARTMENT:

Water:

  • With the hot weather, water leaks continue to pop up. The Public Works crew has been working diligently to address each one as they come up.

Current Projects:

Corning Well Project:

The bid deadline for the Corning Well Project was Wednesday, July 30th at 2:00 PM. The City received three (3) bid submissions. Staff is currently reviewing the bid packets for completeness and compliance. The lowest responsive and responsible bid will be presented to City Council for approval on August 26th.

Toomes Ave Waterline Infill Project – Bid documents can be obtained through the City’s website at https://www.corning.org/project-bid-opportunities/ or www.publicpurchase.com. All bids are due by 2:00 PM on August 19.

City of Corning Plaza and Recreation Center – Bid documents can be obtained through the City’s website at https://www.corning.org/project-bid-opportunities/ or www.publicpurchase.com. All bids are due by 2:00 PM on September 2.

 

RECREATION DEPARTMENT:

The City of Corning Recreation Department was the recipient of a $500.00 grant from the Tehama County Arts Council to help with the repainting of utility boxes on Solano St.

PLANNING DEPARTMENT:

Staff has four items planned for the agenda for this month’s Planning Commission meeting on August 19th at 6:30 PM

A commercial tentative map, with a conditional use permit and a mitigated negative declaration.

A Conditional Use Permit for a new Food Truck

A Conditional Use Permit for a commercial business along HWY 99W

A variance for a single-family residence to build into the side setbacks.

Staff continue to work on the Housing Element requirements.

 

Updates on Code Enforcement:

Tehama County Environmental Health continues to shut down the vendor that sets up in the orchard at Blackburn and Edith. The Tehama County Sheriff’s Department has agreed to help them out as they do not have the staff to work after hours.

1216 South St – Legal Council is working with the court on receivership appointment.

1518 Marin St – Legal Council is working on a public service for the owner of this location.

Update Commercial Properties that have been noticed regarding long term vacant buildings.

Police Department and staff went out on Tuesday evening and shut down another unpermitted vendor that was set up across the street from City Hall.  This is the 3rd vendor shut down in a month.

 

POLICE DEPARTMENT:

 Patrol:

In addition to responding to 137 calls for service, there were 107 officer-initiated incidents, including 62 traffic stops, and a total of 26 officer reports were taken. Officers made 12 misdemeanor arrests, (1 of which was a juvenile), 4 felony arrests, (1 of which was a juvenile),  issued 16 misdemeanor citations, 1 parking, and 16 infractions during the period of July 30, 2025, through August 5, 2025.

 Dispatch:

During the period of July 30, 2025, through August 5, 2025, our Dispatch Center received 250 inbound calls for service and made 84 outbound calls. In addition, they responded to 39 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

 

FIRE DEPARTMENT:
