• The pool is scheduled stay open with a limited schedule of activities and public swim on Tuesdays, Thursdays, and Saturdays AT NO COST TO THE PUBLIC. The pool will remain open from August 12th through August 28th.
• I attended Corning in the Morning Hosted at the Corning Sr. Center on Wednesday. This event continues to grow. It is a great opportunity to meet people and get updates on what’s happening in Corning.
• The mandatory contractors bid walk meeting for the Recreation Center and Community Plaza was on Tuesday. There was a great turnout by contractors. We look forward to the bids being received on September 2nd.
• Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State laws and City codes.
• We are grateful for the partnership with the Corning Union Elementary School District to be able to offer a School Resource Officer (SRO) for the elementary schools in Corning.

BUILDING DEPARTMENT:
This week, the Building Division received nine new permit applications and conducted eight inspections completing a home remodel, a residential reroof and a residential HVAC installation.
The Building Division would like to remind homeowners and Handyperson’s that Assembly Bill 2622 effective January 1, 2025, “allows an unlicensed person to complete small projects up to $1,000 without obtaining a contractor’s license if they do not hire workers and no building permits are needed. If a consumer’s project under $1,000 requires workers or permits, a contractor’s license in the appropriate license classification is required… a person who is not licensed may advertise for construction work if the total contract price for labor, materials, and all other items on a project is less than $1,000. The $1,000 includes all costs associated with the project. The advertisement must state the person is not licensed”

• With the hot weather, water leaks continue to pop up. The Public Works crew has been working diligently to address each one as they come up.

The bid deadline for the Corning Well Project was Wednesday, July 30th at 2:00 PM. The City received three (3) bid submissions. Staff is currently reviewing the bid packets for completeness and compliance. The lowest responsive and responsible bid will be presented to City Council for approval on August 26th.

PLANNING DEPARTMENT:
Staff has four items on the agenda for this month’s Planning Commission meeting on August 19th at 6:30 PM
• Commercial tentative map, with a conditional use permit and a mitigated negative declaration.
• Conditional Use Permit for a new Food Truck.
• Conditional Use Permit for a commercial business along HWY 99W.
• Variance for a single-family residence to build into the side setbacks.
Staff continue to work on the Housing Element requirements to meet the State requirements and timeline.
Staff is working with several local agencies to put together the “Hometown Hero’s Event at the September 2nd Tuesday Night Market.
Updates on Code Enforcement:
1216 South St – Legal Council is working with the court on receivership appointment.
1518 Marin St – Legal Council is working on a public service for the owner of this location.
Update Commercial Properties that have been noticed regarding long term vacant buildings.
POLICE DEPARTMENT:
Patrol:
In addition to responding to 170 calls for service, there were 154 officer-initiated incidents, including 100 traffic stops, and a total of 32 officer reports were taken. Officers made 16 misdemeanor arrests (2 of which were juveniles), 5 felony arrests, issued 19 misdemeanor citations, 3 parking, and 11 infractions during the period of August 6, 2025, through August 13, 2025.
Dispatch:
During the period of August 6, 2025, through August 13, 2025, our Dispatch Center received 396 inbound calls for service and made 129 outbound calls. In addition, they responded to 44 incoming 911 calls. All calls were answered within 10 seconds of their ring time.
Training:
All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

Corning Volunteer Fire Department (CVFD) Call Volume:
The Corning Volunteer Fire Department responded to 27 calls last week, they were: 16 medicals, 1 fire, 4 traffic collisions, 4 public service and 2 investigations.
