CITY MANAGER:

Miscellaneous:

  • Next week is a very busy week with it being Olive Festival and Homecoming. Get out and enjoy the community and all it has to offer!
  • A Library Commission Meeting we held on Wednesday to discuss the final details of the remodel project and Ridell Trust. The Trust funds have been fully expended and will be closed out.
  • Bids for the Recreation Center and Community Plaza were unfortunately rejected due to Build America, Buy America Act concerns. Staff is working with the State regarding requirements and possible waivers.
  • Empower Tehama’s Domestic Violence Awareness Month will include a Candlelight Walk in Corning on Wednesday, October 8th at Corning Library lawn, 740 3rd St., Corning, 7pm-8pm.
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State laws and City codes. Additional letters were sent out this week.
  • It is a requirement in the City of Corning to establish and maintain garbage service. The City has a franchise agreement with Waste Management. Failure to maintain garbage service could lead to fines and penalties.
  •  I attended the Community Partner Resources Meeting today. This is an opportunity for multiple resources in the community to join and share services provided, topics and events.

Airport Commission – 2 vacant positions

Library Commission – 1 vacant position

All commissions meet quarterly on specified days the first week of the month in January, April, July, and October.

 

BUILDING DEPARTMENT:

This week, the Building Division processed one new permit application. The division completed twelve inspections. Among the finalized included a commercial tenant improvement project and a solar installation.

This safety measure helps prevent electrical shock in areas where water and electricity are most likely to meet, like kitchens, laundry rooms, and bathrooms. PUBLIC WORKS DEPARTMENT:

Tuesday Night Market:
The Corning Tuesday Night Market will take place on Tuesday, October 7, 2025, from 5:00 PM to 8:00 PM. Solano Street will be closed between 3rd Street and 6th Street to accommodate the event.

  • Street closure begins: Approximately 3:30 PM for event preparation.
  • Street reopens: Following the conclusion of the event.
    We encourage residents and visitors to attend and enjoy the local vendors, food, and entertainment including the annual bed races!

Corning High School Homecoming Parade:

The Homecoming Parade will be next Friday, October 10, 2025. The Parade will commence at the corner of Third and Solano and end at Toomes and Solano.

  • Street closure begins: Approximately 2:00 PM for staging
  • Street reopens: Approximately 4:00 PM
  • Some floats generously throw candy for parade spectators. We kindly ask that spectators dispose of candy wrappers and other trash in the bins provided along Solano to help keep our streets clean. Thank you!

Corning Olive Festival:

The Corning Olive Festival and Car Show will take place next Saturday, October 11, 2025 at the Corning Community Park and Lennox Fields from 10:00 AM to 3:00 PM. There will be no road closures for this event but due to the anticipated attendance be aware of traffic congestion and pedestrians not only on Toomes and Houghton Avenues, but the surrounds side streets as well.

Hydrant Replacement

  • The Public Works crew, in coordination with the Fire Department, has identified several fire hydrants that need replacement. Temporary water shut-offs will be required during this work. Notifications will be provided in advance to affected areas.

Airport

  • The City has received two FAA grant agreements for improvements at the airport.
    • AIG Grant: Funding will support upgrades to the PAPI light system.
    • AIP Grant: Funding will support rehabilitation of Runway 17/35, Taxiways A–D, and the North Aircraft Parking Apron. The work will include marking removal, crack sealing, surface treatment, and pavement marking.

Toomes and Loleta Ave Rehabilitation: Bid documents can be obtained through the City’s website at https://www.corning.org/project-bid-opportunities/ or www.publicpurchase.com. All bids are due by 3:00 PM on October 22nd.

  • The City was granted a $3,500.00 Community Foundation Grant that will be used for a grand opening at the City Plaza and Recreation Center once it is completed.
  • The City was granted a $2,000.00 grant from the Nomlaki Foundation to purchase our Jr. Cardettes team a new uniform.
  • Tuesday October 7th is our last Tuesday Night Markey, come out and enjoy the fun. Corning Rec dancers perform at 5:30 and the Bed Races start at 6:00 pm

PLANNING DEPARTMENT:

  • Staff continue to work on the Housing Element requirements.
  • Staff is preparing to create a new ordinance regarding accessory building setbacks.

Updates on Code Enforcement:

1216 South St – Staff will met with the receiver on Friday Sept. 26th.

1518 Marin St – Legal Council went to court this week and the judge confirmed the service is complete, the property owner has until Oct. 27th to respond, if no response the will file a motion to demo the house.

800 West St. – Staff met with the tenants and came up with a plan of how to make the property presentable and set goals with hard deadline dates.

375 Clear Creek St. – A letter was sent out, regarding the yard and junk.

395 Clear Creek St. – A letter was sent out, regarding the yard and junk.

850 Stonefox – A letter was sent out regarding maintenance of the yard.

 

POLICE DEPARTMENT:

Patrol:

In addition to responding to 159 calls for service, there were 199 officer-initiated incidents, including 81 traffic stops, and a total of 34 officer reports were taken. Officers made 12 misdemeanor arrests, (1 of which was a juvenile), 2 felony arrests, issued 5 misdemeanor citations, 3 parking, and 1 infraction during the period of September 24, 2025, through September 30, 2025.

Dispatch:

During the period of September 24, 2025, through September 30, 2025, our Dispatch Center received 326 inbound calls for service and made 120 outbound calls. In addition, they responded to 31 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.

 

FIRE DEPARTMENT:

Corning Volunteer Fire Department (CVFD) Call Volume:

The Corning Volunteer Fire Department responded to 21 calls for service last week, they were: 17 medicals, 1 fire, 1 traffic collision, 1 public service and 1 investigation.

Pancake Breakfast:

The Fire Department will be hosting a pancake breakfast on October 11th from 7-10 for the Olive Festival.

Message from the Chief:

Burn ban is still in effect.  When the ban is lifted you need to get a permit at the Fire Hall, 814 5th Street and can only burn yard and tree trimmings.
