  • City Council Meeting: CANCELED – December 23, 2025, at 5:30 p.m.

CITY MANAGER:

Miscellaneous:

  • Thursday, I attended the NCCSIF Board of Directors Meeting and Strategic Planning meeting in Rocklin.
  • Friday, I met with City managers from Red Bluff and City of Anderson to network and discuss current local government topics.
  • The Public Works Maintenance position application period closed. We had a great response with over 60 applications. Staff interviewed 10 applicants on Thursday.
  • Staff have worked diligently with Coar, the design consultant on the Recreation Center and City Plaza Project. Revised bid specifications have been completed, and approved by City Council on December 9th. Bids will be due February 19, 2026.
  • The abandoned house on Marin Street that has been an ongoing issue was demolished this week.
  • Ou CPA will be on site for two days next week.
  • Code Enforcement remains active. Citizens can do their part by keeping properties clean and clear of debris and follow State Laws and City codes. We are seeing progress at addresses that received letters.
  • With the grant from the Tehama County Arts Commission, the City was able to have the utility boxes at Edith and Solano and Solano and Toomes repainted with a fresh new look. Check them out!

All commissions meet quarterly on specified days the first week of the month in January, April, July, and October.

 

BUILDING DEPARTMENT:

This week, the Building Division processed four new permit applications and completed seven inspections. Recently finalized projects included a residential reroof and a swimming pool installation. Additionally, the Building Official was installed as Secretary for the Shasta Cascade Chapter of the International Code Council. This leadership role will continue to enhance the City of Corning’s visibility and engagement within the regional building and code enforcement community.

 Homeowner Tips: Anti-siphon devices

 Protect Your Home’s Water: Install Anti-Siphon Devices

Keeping your drinking water safe starts right at home. One of the simplest and most effective ways to prevent contamination is by making sure every outdoor hose bibb and irrigation system is equipped with an anti-siphon device—also known as a vacuum breaker or backflow preventer.

These small fittings stop dirty water from being pulled backward into your plumbing if pressure suddenly drops in the system. Without one, fertilizers, soil, cleaning chemicals, or bacteria could be siphoned into your home’s water lines.

Where They’re Needed:

  • All outdoor faucets (hose bibbs)
  • Lawn and garden irrigation systems
  • Any place a hose may sit in a bucket, pool, or container

Maintenance Tips:

  • Check for a small brass or plastic anti-siphon cap on each hose bibb. If it is missing, inexpensive replacements are widely available at hardware stores.
  • Replace cracked or leaking devices.
  • Never remove or bypass the device—doing so defeats its protective purpose.

California Plumbing Code requires proper backflow protection on residential water systems. Installing an anti-siphon device is a quick, low-cost way to comply with the law and help keep our community’s drinking water supply clean and safe.

FINANCE DEPARTMENT:

PUBLIC WORKS DEPARTMENT:

Community Event/Street Impact:

Our Lady of Guadalupe Procession: The Immaculate Conception Parish will host a procession in honor of Our Lady of Guadalupe on Friday, December 12th at 4:00 p.m. The walk will begin at 1995 Solano Street and conclude at 818 Solano Street. There will be no road closures for this event; the procession will take place in the eastbound lane of Solano Street, accompanied by a Police Department escort.

Water:

City Staff recently conducted an inventory of all water service lines, which is the pipe that connects your home, building, or other structure to the water main. The purpose of the inventory is to identify the material of these service lines and fittings, including the customer-owned side of the water service line.

Staff has sent out notices to residents that have service lines that have been identified as an unknown material. Staff have started field inspections on all service lines of unknown material to identify the material classification and expect this process to be completed by December 2027.

Current Projects:

City of Corning Well Project: Well Industries has reamed the borehole this week and will be wrapping up construction next week.

Furnish and Install One (1) New Diesel Generator: Benchmark Electric Inc has ordered the generator and are expecting the installation to be done by late February.

City of Corning Small Pool Resurfacing: Environmental Health has approved the construction plans for the small pool and Adams Pool Specialties came out this week for a pre-construction meeting. We anticipate the work to begin in February due to weather.

City of Corning Tree Service Contract: Arbor Pros, LLC will be here next week to trim a list of trees that the city has provided. Residents will be notified in advance if any vehicles need to be moved for the tree work.

Toomes Ave Waterline Project: Lamb Unlimited Inc. has started construction on Toomes Avenue between Fig Lane and Loleta Ave. Expect delays in this area as construction is expected to continue through the end of December.

Drainage Ditches:

The Conservation Camp Crew Members are continuing the annual cleaning of the Cities drainage ditches.  They will clear brush and debris from the local streambeds of both Jewett and Burch creeks and the Blackburn Moon Drain.

Leaf Pick Up:

Public Works Staff will continue its annual fall leaf collection as time allows. City residents are advised to keep leaf piles under four feet high, away from gutters, bicycle lanes, and storm drain inlets. Residents are also asked not to park on top of, or too close to leaf piles as the loader operator will not be able to pick them up safely. Residents should ensure piles contain only leaves, with no branches, prunings, bags, or trash.

Doors open at 5:45 PM and seating is limited, so please arrive early. Enjoy performances by Ballet, Jr. Cardettes, Corning Dance Krew, Maywood Choir, Ballet Folklórico, and our Cheer Class, plus a special surprise guest performance!

We also want to give a special congratulations to the Jr. Cardettes, Ballet Folklórico, and Corning Dance Krew for winning 1st place in the marching category at last week’s hometown Christmas parade. Great job girls!

PLANNING DEPARTMENT:

Staff continue to work on the Housing Element requirements. Staff have made some updates to the Planning page.

Staff will begin working on the Annual update for HCD & OPR.

The new detached structure ordinance has been sent for publication and will be heard at the January 20th Planning Commission meeting.

I passed the Certified Pool Operator Course.

Updates on Code Enforcement:

POLICE DEPARTMENT:

 Patrol:

In addition to responding to 148 calls for service, there were 94 officer-initiated incidents, including 45 traffic stops, and a total of 21 officer reports were taken. Officers made 8 misdemeanor arrests, 6 felony arrests, (1 of which was a juvenile), issued 8 misdemeanor citations, and 2 infractions, during the period of December 3, 2025, through December 9, 2025.

 Dispatch:

During the period of December 3, 2025, through December 9, 2025, our Dispatch Center received 303 inbound calls for service and made 97 outbound calls. In addition, they responded to 41 incoming 911 calls. All calls were answered within 10 seconds of their ring time.

Training:

K9 Officer Ross and Officer Valencia attended a K9 Tracking/Trailing Course in Chico. Officer Ross also attended a Crisis Intervention Behavioral Health Training for Field Training Officers in Oroville.

 

FIRE DEPARTMENT:

 Corning Volunteer Fire Department (CVFD) Call Volume:

The Corning Volunteer Fire Department responded to 28 calls for service last week, they were: 20 medicals, 5 fires, 2 public service and 1 investigation.

 Message from the Chief:

 Raffle tickets for our Christmas Basket Program are still available from any firefighter or at the Fire Hall.

There have been many fires caused by charging of lithium-ion batteries on bikes and scooters.  It would be good practice to unplug devices while you are sleeping.
