Miscellaneous:
- City Hall will be closed on Monday, November 11th for the Veterans Day Holiday.
- All City Council Meeting will now begin at 5:30pm. We hope to see you there.
- Responses from HCD on the City Housing Element have been received. Changes were made and the Housing Element has been Posted on the City webpage.
- Staff Continue to work with developers on the Falcon Subdivision located directly east of Toomes Ave. between Colusa and North Streets.
- City Council approved funding for the K-9 Program for the police department.
- The grant submittal with Adams Ashby Group for the Community Development Block Grant (CDBG) was submitted this week. This $3.3 million grant funding would be for the Recreation Center and City Plaza.
- I attended the Expect More Tehama Leadership Summit at Rolling Hills Casino on Thursday.
- I attended the ChicoStart GrowTech Entrepreneur and Economic Development Event on Wednesday in Chico. We are grateful for the ChicoStart partnership we have in Corning.
- The TA Truck Stop and Travel Center closed to the public last week. Work to de-brand and prepare the site for closure will continue through the end of the calendar year. I have been told the property will be listed for sale.

PUBLIC WORKS:
Community Event/Street Impact:
Veterans Day Parade will take place on Monday, November 11, 2024. Solano Street between Houghton Avenue and Third Street will be closed from 10:00 AM to 12:00 PM to accommodate the Parade.
Leaf Pick Up:
Public Works Staff anticipates starting the leaf pick up program mid-November. Until then please do not pile your leaves in the roadway as we are anticipating rain and need to keep the gutters and storm drains clear.
Drainage Ditches:
The Conservation Camp Crew Members are continuing the annual cleaning of the Cities drainage ditches. They will clear brush and debris from the local streambeds of both Jewett and Burch creeks and the Blackburn Moon Drain.
Water:
City Staff recently conducted an inventory of all water service lines, which is the pipe that connects your home, building, or other structure to the water main. The purpose of the inventory is to identify the material of these service lines and fittings, including the customer-owned side of the water service line.
Staff will be sending out notices to residents that have service lines that have been identified as an unknow material. Staff have started field inspections on all service lines of unknown material to identify the material classification and expect this process to be completed by December 2025.
Library Remodel:
Bidding has closed, and the City received five (5) total bids. The project will be awarded to the lowest responsive bidder at the Council meeting on November 12, 2024.
Transportation Center Roof Project:
Bidding has closed, and the City received four (4) total bids. The project will be awarded to the lowest responsive bidder at the Council meeting on November 12, 2024.
Almond and Fig Street Rehabilitation Project:
VSS Inc., continues to work on the Almond and Fig Street Rehabilitation Project. City Staff and the Contractor have been working with the schools to limit the impacts of those who are dropping off and picking up students. The current phase of construction is anticipated to be complete by November 21st with construction resuming by the middle of March.
Hydrant Replacement:
The Public Works Crew worked with the Fire Department to identify Fire Hydrants needing replacement. As they work on replacing them, temporary water shutoffs will be in the surrounding areas. Notifications will be distributed prior to any water shutoffs.

RECREATION:
Perfect Attendance:
Corning Recreation is partnering with the elementary schools to start awarding perfect attendance. There will be two youths that receive perfect attendance from each school that will receive a voucher for a free recreation class.
Basketball:
Youth Basketball registration is open for youth K – 8 We will hold a draft on December 7th and the season will start in the middle of January. The registration deadline is Nov. 30.
Holiday Season:
We are gearing up for the Holiday season with recreation we have our popular Santa Letter Program, Breakfast with Santa, Christmas Craft Workshop, and few other things happening this holiday season. Be sure to follow us on Facebook and Instagram, so you don’t miss out on all the fun.

POLICE DEPARTMENT:
Patrol:
In addition to responding to 131 calls for service, there were 99 officer-initiated incidents, including 12 traffic stops, and a total of 18 officer reports taken. Officers made 6 misdemeanor arrests, 6 felony arrests, issued 1 parking citation, 4 infractions, and 10 misdemeanor citations during the period of October 31, 2024, through November 6, 2024.
Dispatch:
During the period of October 31, 2024, through November 6, 2024, our Dispatch Center received 267 inbound calls for service. In addition, they responded to 32 incoming 911 calls. All calls were answered within 10 seconds of their ring time.
Training:
All Officers continue to participate in POST Portal Training and Lexipol Daily Training Bulletins. Other POST online training continues for Patrol and Dispatch personnel.
Staffing:
Corning Police Department is pleased to announce that Officer Dannette Ross has accepted a new role as K-9 Handler. Stay tuned for more details!
FIRE DEPARTMENT:
Corning Volunteer Fire Department (CVFD) Call Volume:
The Corning Volunteer Fire Department responded to 22 calls for service last week, they were: 14 medicals, 4 fires, 2 traffic collisions, 1 public service and 1 investigation.
Christmas Basket Program:
The CVFD will begin their raffle ticket drive next week, which supports our Christmas Basket program. We will be coming door to door on Tuesday and Wednesday nights through the middle of December.
