H. BUSINESS FROM THE FLOOR: If there is anyone in the audience wishing to speak on items not already set on the Agenda, please come to the podium, give your name and address, and briefly identify the matter you wish to have placed on the Agenda. The Council will then determine if such matter will be placed on the Agenda for this meeting, scheduled for a subsequent meeting, or recommend other appropriate action. If the matter is placed on tonight's Agenda, you will have the opportunity later in the meeting to return to the podium to discuss the issue. The law prohibits the Council from taking formal action on the issue, however, unless it is placed on the Agenda for a later meeting so that interested members of the public will have a chance to appear and speak on the subject.

I. CONSENT AGENDA: It is recommended that items 1 through 8 be acted on simultaneously unless separate discussion and or action are requested by a Councilmember or a member of the audience.

1. Waive reading, except by title, of any Ordinance under consideration at this meeting for either introduction or passage, per Government Code Section 36934.

2. Waive the Reading and Approve the Minutes of February 6 and 13, 2001, with any necessary corrections.

3. Claim Warrant, March 27, 2001 - $130,441.49.

4. Request to add Payroll Deduction for Employees Enrolled in the Sierra Central Credit Union.

5. New Business License Report.

6. Declare 1966 12E Motor Grader as Surplus and Approve the Public Works Director to Sell by Sealed Bid.

7. Declare 1991 Chevrolet Cab and Chassis as Surplus and Approve the Public Works Director to Sell by Sealed Bid.

8. Final Subdivision Map No. 99-1002, Olive tree Estates, Phase III, consisting of 7 lots – Starr – a Request to Subdivide a 4.09 acre site into 18 Single Family Residential Lots by phase development. Located on Cassandra Circle, south of Corona Avenue, in the R-1 Zone.

9. Ordinance No. 591, Designating the Parking Area in Clark Park Near Centennial Continuation High School as a Portion of the "Public Way", Adjacent to Such School. This Ordinance gives Police and School Officials Authority to Enforce California Penal Code Section 653.g within Clark Park. Second Reading and Adoption.

 

10. Tehama County Public Works, Discussion on Flores Avenue Interchange.

 

11. Ratify 4-Year Memorandums of Understanding, January 1, 2001 – December 31, 2004, with the Miscellaneous and Management Units.

 

12. Recreation Commission Recommendation to Change Color of Structures Surrounding the Ball Fields at Estil Clark Park.

 

13. Approval of Lifeguard Recruitment Incentive Program.

 

14. Recommendation of City of Corning Recreation Commission to Hire a Part-Time, Temporary City Recreation Director and Discussion and Implementation Plan for a Summer Youth Recreation Program.
