C. INVOCATION AND PLEDGE OF ALLEGIANCE:

D. PROCLAMATIONS. RECOGNITIONS, APPOINTMENTS:

1. Certificate of Recognition from Senator K. Maurice Johannessen for being a 2000 California Cities Helen Putnam Award Winner. The Award is for Excellence in the Category of Youth Development for the Restorative Justice Program.

E. BUSINESS FROM THE FLOOR: If there is anyone in the audience wishing to speak on items not already set on the Agenda, please come to the podium, give your name and address, and briefly identify the matter you wish to have placed on the Agenda. The Council will then determine if such matter will be placed on the Agenda for this meeting, scheduled for a subsequent meeting, or recommend other appropriate action. If the matter is placed on tonight's Agenda, you will have the opportunity later in the meeting to return to the podium to discuss the issue. The law prohibits the Council from taking formal action on the issue, however, unless it is placed on the Agenda for a later meeting so that interested members of the public will have a chance to appear and speak on the subject.

F. CONSENT AGENDA: It is recommended that items 2 through 12 be acted on simultaneously unless separate discussion and or action are requested by a Councilmember or a member of the audience.

2. Waive reading, except by title, of any Ordinance under consideration at this meeting for either introduction or passage, per Government Code Section 36934.

3. Waive the reading and approve the Minutes of March 22 and 28, 2000, with any necessary corrections. 

4. Claim Warrant, June 13, 2000 - $200,909.60

5. Wages and Salaries for the Month of May, 2000 - $161,750.47.

6. Building Permits for the Month of May, 2000 - $613,846.00.

7. Accept Gift of Property from Mike Fitzgerald, in the 1400 Block of Solano Street, for a "Community Plaza".

8. Corning Rotary Club Annual Request to Rent Pool, in order to provide Free Public Swim Day During the Corning Youth Fair, Saturday, June 17, 2000.

9. Award Bid for Palm Tree Pruning.

10. Acceptance of Deed from Harold C. Taylor for Property located at 420 South Street.

11. New Business License Report.

12. ECO Resources, Inc. Wastewater Operation Summary Report, May, 2000.

G. ITEMS REMOVED FROM THE CONSENT AGENDA:

H. PUBLIC HEARINGS AND MEETINGS: Any person may speak on items scheduled for hearing at the time the Mayor declares the Hearing open.

13. Conduct a Public Hearing and Approve Negative Declaration of Environmental Impact and Tentative St. Paul Subdivision Map for John Eller û a request to subdivide a 4.8 acre site into 14 residential lots in the R-1-10,000 Zone, located at 379 Marguerite Avenue, Assessor Parcel No. 073-020-039. A Negative Declaration of Environmental Impact was prepared on this project, the 20-day comment period closed on Friday, May 26, 2000.

14. Public Meeting, Staff Presentation of 2000-2001 Annual Program of Service and Preliminary Budget. Presentations by Community Organizations:

Corning Senior Center, Inc. Financial Statements, 1999, and Request for 1999-2000 Budgeted City Allotment.
Tehama Local Development Corporation
Tri-County Economic Development Corporation
Corning District Chamber of Commerce
Corning Business Improvement District.

I. REGULAR AGENDA: All items listed below are in the order which we believe are of most interest to the public at this meeting. 15. Request for On-Sale Beer and Wine Alcoholic Beverage License for Rebecca Lopez, Taqueria Chavinda, located at 1522 Solano Street, in a C-3, General Business District. APN 71-123-08.

16. Airport/High School Conflict, Receive and Respond to Letter received from Corning Union High School Board.

17. Support of SB 315 Transportation Infrastructure Bonds, to provide long-term local street and road maintenance. Resolution No. 6-13- 00-1 Support for $500 Million in New Monies Each Year (on-going) for City Street and County Road Funds.

18. Request for Support of Youth Participation at the League of CA Cities Annual Conference, September 7- 9, 2000, in Anaheim.
